Kristin Schenone


Kristin Schenone is Of Counsel to the firm and is now a full-time employee of D.R. Horton, serving as a Division Vice President and Legal Counsel.

Prior to joining D.R. Horton, Kristin advised clients on a wide range of land use and facilities financing issues. Kristin’s practice emphasized representing private land owners, developers and builders in the land acquisition and project development process, including CEQA compliance issues. Having previously worked in-house as a city attorney for a major California city, Kristin gained significant experience working with public agencies and officials, including city councils, commissions, boards, hearing officers and municipal departments.

Kristin’s past representative matters had included:

  • Land acquisition and due diligence for proposed development projects.
  • Obtaining project entitlements from public agencies, including general plan amendments, specific plans, zoning changes, annexations, tentative map approvals, and related entitlements.
  • Preparing and negotiating entitlement related agreements such as development agreements, affordable housing agreements, school mitigation agreements and school site purchase agreements.
  • Representing clients regarding structuring public financing of improvements, including preparing and negotiating agreements with public agencies and private builders that affect infrastructure construction and cost-sharing, e.g., reimbursement and fee credit agreements, participation agreements, improvement and maintenance agreements, acquisition agreements and cost sharing agreements.
  • Responding to cities’ requests for payment of development impact fees and addressing legal issues related to financing mechanisms such as community facilities districts and assessment districts.
  • Real estate purchase and sale agreements.
